Based on the principle of autonomous functioning of academic institutions of higher learning and research, this procedure came under increasing interference from the government in the late 1990s and was made a completely government affair by the early 2000s prompting intense discussions in the Scientific Advisory Committee to Cabinet of which I was a member during 2000-08. I have attached my submissions to the Committee which you may find relevant to consider should your views elicit any response from the government. Ours did not. Thanks again for drawing the attention of the government to this vital issue.

Suggestions made to the Prime Minister are the need of the hour and must be persued at all costs. I would also like to reiterate functional autonomy of any organization in its true sense. Transparency in its day-to-day functioning is a must for drawing large sections of Indians into the arena of knowledge creation and utilization. I would be very happy if you could intimate the outcome of the letter to the Hon’ble Prime Minister.

I fully support your view. There should not be any interference from any one once a search committee recommends someone for VC/Director of Institutions like Central Universities, IITs etc. I also think that the prospective candidates for such a position should be asked to interact with the Search committee to find out their vision and their committment to the job and their plans for the development of the institution.

Thank you for sharing with us your views expressed to the Honble Prime Minister of India. I fully endorse all of what has been stated. I am particularly emphatic about point # 4. Very often the reason for these delays in appointment of Institutional heads is due to the incumbent's desire to seek an extension or the search committee's delayed initiation of the process of identifying a new hand. Where there is a fiite period the process is as per regulations is to be initiated 6 months in advance, giving enough time for another cycle of searching even if the first one fails. The issue is rarely due to lack of talent, but often the undesirable need for extension of tenures by the incumbents. Even such extensions are fine if they are decided 6 months in advance to the date when the post would fall vacant. Institution heads should also have mandates to develop second line of leadership. This again is not happening since it goes against ones objective of getting extension under the guise of lack of leadership.

I also believe that as part of the selection of Heads, etc., the persons interested in taking up the job must give a presentation and have some interaction with the highest Academic body of the Institution.Based on this the Body,with the search committee,could send their recommendation to the Chancellor.
I also believe,as we repeatedly said in our Working Group meetings, that any regulatory body seems to reduce to a disaster in India. This phenomenon has to be analysed,and appropriate checks need to be put in place, before any body like IRAHE comes into play.

I agree with your suggestions to the Prime Minister for autonomous governance of the Institutions of Higher Education in the country through independent appointment of the Vice-chancellor/Director without any interference from the government.

I totally agree with your viewpoints and endorse the idea that at least the key educational institutions of India should be allowed to function independently and not at all in a manner of AIIMS.
The selection process should not appear to be fair but be fair in reality and this requires keeping in place the mechanisms that will ensure that there is no interference in the matters of selection to the positions like Directors, Vice Chancellors and other academically key positions. I would like to suggest that people of known political affiliations should be kept out of the selection to these key positions irrespective of their other credentials. Only then can we ensure fair recruitments for various academic positions. We have already achieved some success in making the academic positions lucrative. There is no hindrance now in attracting the best talents to the academic institutions.

Firstly I fully endorse the points the Knowledge Commission has made regarding Governance of the Universities. I also feel an Independent Regulatory Body is an idea of great merit and needs to be implemented. I made some submissions to the Prime Minister on setting up of world class universities. I would like to suggest one or two points:
  1. Members of the search committee should be known to the institute
  2. The Members should be of repute in their field.
  3. The Members should be appointed by reputed people from different fields, not only academia.
